The rubber-boy did save her life from Arlong and finally broke down the walls that kept her from connecting with anyone. Still, to the fans, these two have never seemed like anything more than close friends. Luffy makes no attempts to seem attractive to Nami and she rarely if at all uses her feminine wiles to trick him. They're just two kindred spirits with completely different personalities. We love the chemistry between the Captain and Navigator of the Straw Hat crew, but couldn't imagine them even holding hands romantically.

Honestly, most casual readers of One Piece would prefer that all of the Straw Hat crew just remain as friends. The whole series is built upon finding your true "Nakama" and forcing romantic ties would sort of deflate that overall message. Still, if any two in the crew make sense together, it's Franky and Robin.

Both of them act as the mature older siblings to the rest of the bunch, and both have some really tragic backgrounds. They've crossed the romantic barrier before right when Franky joined, although that instance was rather violent. Still, the movies especially like to hint at a sort of subtle closeness between the Oharan scholar and the Shipwright Protege, and we're all for it. There's a real trend that if two characters share any similarities at all, people think they're destined for each other.

Remember, most of these people ranting and raving about pairings on forums are teens or children, so they're a bit unexperienced on what makes a successful mature relationship. And, a pairing that was constantly fought for with little evidence is Usopp and Perona. The two of them are both realists, they're "weak", and they're cowardly. Oh, and they both have amazing facial expressions. Yet, they've only shared one fight and a few conversations.

There's nothing there in terms of romantic interest or even general friendship. Usopp and Kaya, on the other hand, might as well just be a confirmed pairing by mangaka Eiichiro Oda himself. They both like each other. They have also both made it known, its simply a matter of Kaya surviving until Usopp makes it through the Grand Line, and we're sure they'll end up together. Usopp almost died for her, she's sacrificed plenty for him, and she actually likes his cowardly nature and tendency to lie.

Smoker and Hina had quite the exchange on Alabasta, while the fact that Oda drew them shopping together in one of his cover pages only fans the flames of this ship. To be fair, when Vivi traveled with the Straw Hats, she had a wonderful relationship with everyone. Luffy, in particular, helped Vivi find her way when she began to become discouraged on her quest to save Alabasta. Clearly, Vivi has a deep love and admiration for the Straw Hat crew. However, that's where the relationship ends.

There was never anything that deeply personal between Luffy and Vivi. Plus, Vivi literally has her childhood friend, Koza, acting as a more direct and consistent relationship. She's known Koza since childhood. She knew Luffy for like a month. In a classic display of a long-established relationship, Usopp and Kaya are one of the most explicit and storied ones within the series.

Usopp would sneak to the outside of Kaya's window when she was sick and tell her a variety of his wild stories. These stories were Usopp's grand ambitions for becoming an adventurer to the sea and a support system to help Kaya stay strong. Even now, a huge part of Usopp's character and motivation is becoming that same adventurer who can one day return to Syrup Village and tell Kaya and the villagers real tales of a grand adventure.

A huge part of why this ship doesn't make sense is described above, as Usopp already has an explicit relationship in place.
