Universities choose which one they want to belong to. The major thing that separates them is the way scholarships work. The way D-I schools get around that is they may offer students scholarships for one or two years out of four.
At D-II schools, they have 8 athletic scholarships that they can divide any way they want. NAIA schools also have 8 to divide any way they want. At D-III schools, they are not allowed to give athletic scholarships of any kind.
